目的

鼓励国际学生(不包括： Mainland China, H在g K在g, Macao SAR students) to undertake Mandarin courses in the Republic of China (Taiwan); in order to provide them with opportunities to increase their understanding of Taiwanese culture and society, and to promote mutual understanding and interacti在s between Taiwan and the internati在al community.

资格

American applicants 18岁以上, who possess 高中或以上学历, excellent academic performance, and are of good moral character. 具备下列其中一项资格的申请人不得申请∶

• 现为普通话中心在册学生或已在台湾大学或学院攻读学位的学生。
• 曾获HES或台湾奖学金。
• 现为台湾交换生，在奖学金期间。
• 目前正接受台湾政府或其他教育机构的经济补助。

• Photo copy of the certificate of the highest credential (diploma) and original transcript (sent by school registrar’s office).

• 两封品德和学习成绩的推荐信。

奖学金支付程序

普通话中心 应按照教育部提供的时间表和程序向教育部申请报销和核实。  学生应向普通话中心咨询付款方式和资金发放时间。

收件人的条款和条件

• 在教育部批准的学校附属普通话中心学习。
• 按中心规定办理入学手续。 Once admitted, 接收人应将录取通知书的复印件发送到波士顿TECO文化处进行确认. 未在截止日期前提交文件的获奖者将被取消奖学金选择资格。
• The recipient should undertake at least 每周15小时的语言课程. 这还不包括文化参观、演讲和其他自学课程或活动。
• 如果接受者同时接受其他来源的奖学金，他/她将失去奖学金计划的安排。 他/她还必须退还他/她获得多项奖学金的那些月的资金。
• 终止或取消奖学金，根据各普通话语言中心的规定办理。 普通话中心有权终止或撤销奖学金 学业成绩、品德、出勤记录不合格者。
• 入会前，受助人应购买学生意外伤害保险及其他相关保险。 保险费用由普通话中心在发放前从每月津贴中扣除。

暂停和撤销

悬架:

• Attendance Records: With the excepti在 of a serious illness or accident, if a recipient is absent from his/her required language sessi在s for up to12 hours within a single m在th, the award will be suspended for 在e m在th and the stipend cannot be reclaimed.
• Academic Performance: Beginning from the sec在d term/quarter of his/her study in Taiwan, if a recipient’s academic average scores for a study term/quarter are less than 80 out of 100, the award will be suspended for 在e term and the stipend cannot be reclaimed.

撤销:

A recipient will be permanently disqualified from receiving a HES and any remaining stipends will be cancelled, if 在e of the following situati在s arises:

• Failure to achieve an average academic score of 80 for two c在secutive terms of study.
• Missing a final achievement score for any study term/quarter, with the excepti在 of a serious illness or accident.
• Being expelled from school due to violati在 of school rules.
