Muñoz Authors Paper on EU’s Climate and Energy Package in Law Journal
Pardee Post-Doctoral Fellow, Dr. Miquel Muñoz, in collaboration with Dr. Elisa Morgera and Dr. Kati Kulovesi, has published a paper, titled “Environmental integration and multi-faceted international dimensions of EU law: Unpacking the EU’s 2009 climate and energy package,” in the journal Common Market Law Review.
In this 64-page paper, Kulovesi, Morgera, and Muñoz analyze in depth the EU Climate and Energy Package and how it integrates climate change and energy considerations into a range of sectors and policies.
The authors explain how the Package shifts the emphasis from the Member States to the EU level in areas such as renewable energy, energy efficiency and energy-intensive industries included in the EU Emissions Trading Scheme (ETS). The authors also explore how the Package is closely related to the EU’s efforts to play a global leadership role in the battle against climate change, and reflected int the EU multilateral and bilateral external relations with other nations.
The article includes an extensive description and analysis of the EU ETS, the Carbon Capture and Storage directive, the Renewables Directive, including sustainability criteria for biofuels, and the interactions of the Package with international regimes such as the WTO and the UNFCCC.
