Questions to be pursued include what the EU is becoming, how its policies and institutions are evolving, how its role as international actor is enhanced (or not) in response to new global challenges, and why, under conditions of globalization, its relationship with the United States remains more important than ever. Zygimantas Pavilionis, Ambassador of Lithuania to the US, and Olexander Motsyk, Ambassador of Ukraine to the US, addressed, broadly, the theme of democratic politics under conditions of globalization from both EU member state and non-member state [...]perspectives. Centering the conversations around global challenges, which by their nature do not yield to nation state solutions (whether economic crisis, transnational terrorism, or global warming), highlights the value of the European Union as a model for transnational cooperation, regional integration, and cultural coexistence. Raimo Vuorinen, University of Jyväskylä (Finland), introduces the establishment of the European Lifelong Guidance Policy Network, ELGPN, contextualising its evolution in [...]relation to the role of networks in policy development, and specifically to the Open Method of Coordination as one of the EU’s lead instruments for policy steering purpose. The network was established in 2007 by the Member States and the Commission supports the network under the Lifelong Learning Programme 2007-13. The Member States have agreed that the ultimate aim of the ELGPN is to provide added value to the participating countries for the development and implementation of their lifelong career guidance policies, systems, and services across the education, employment sectors and social sectors.
The talk reflects also the strengths of its activities as well as some tensions and challenges in establishing a policy network. Finally, specific issues are presented in which progress is considered to have been made and how the future ELGPN activities are planned to shift from conceptual work to policy implementation with more structured co-operation with other sectors.
