Career Guidance Activities Help Students Succeed: Instituting Research-Informed Policy in Our School

Richard Lapan, University of Massachusetts, Amherst. Career guidance activities can play a unique, value added role in helping all young people to become ready, gain access, and [...]succeed in self-chosen postsecondary college and career futures. This is especially true for traditionally underserved youth populations, who are now facing increasing risk factors associated with growing poverty in the United States. This presentation will make the case that enough credible research evidence exists right now to establish national policies that bring the benefits of college and career counseling services to all Pre-Kindergarten through Grade 13 youth.

Three issues and concerns will be highlighted that address the challenges to such national policies. First, a brief review of national policy efforts from the early 1980s through to the present Race To The Top federal initiative will demonstrate the inability of the United States to use available career development research and “stay the course” to fully incorporate and internalize best practices in our schools. Second, recent research conducted in 6 states and the Chicago Public Schools will provide support for the important role that career development and vocational psychology can play in helping youth achieve critical academic outcomes, recognition that all students do not receive such services, and appreciation for how more rigorous research is needed. And lastly, tensions and challenges to cooperation and joint action between leading national associations and training programs will be described. Recent progress made in connecting Massachusetts’ Race To The Top funding with implementation of the MA Model for Comprehensive School Counseling Programs will illustrate how career development research and practice can be brought to scale and sustainability in every school for the benefit of all students.

From a social justice [...]perspective, is it enough to provide quality assistance to those who seek help or is more required of us as professionals? In other words, “Who are we responsible for as career practitioners? Are we responsible only for the clients who come through our door, or are we responsible for the citizens in our society who need help with career choices?” (Sampson, 2009). These are important social justice questions; however, they are philosophical in nature. We need to take a more evidence-based approach that examines data on the supply of career practitioners in relation to the demand for career assistance, while taking into account evidence of the cost-effectiveness of career interventions.

This talk examines the supply and demand of career interventions using a hypothetical career service in a university of 15,000 students and a hypothetical career one-stop center in a city of 100,000 people. The goal is to clarify how the time associated with delivering various career interventions impacts the capacity for meeting demand.

Challenges of Translating Current Research into Career Policy

Joan Wills, Institute for Educational Leadership, Washington D.C. - Federal legislation in the United States continues to omit language that provides resources for the provision of [...]quality development and guidance services for youth and adults. As federal dollars continue to shrink, it is incumbent upon researchers and key career development stakeholders to offer strong evidence that links access to quality career development services to critical workforce readiness and economic outcomes.

This plenary session will describe how organizations such as the Society for Vocational Psychology and the National Career Development Association can play a stronger role in this career policy discourse by distilling the current knowledge base, translating this knowledge base in ways that target specific national, state and local policy makers, and developing a national research agenda that identifies a common set of metrics to be used and that takes advantage of newly developed state database systems that can track youth and adults with respect to academic and workforce outcomes.

Developing National Career Development Systems and Policies with Structured International Co-operati

Raimo Vuorinen, University of Jyväskylä (Finland), introduces the establishment of the European Lifelong Guidance Policy Network, ELGPN, contextualising its evolution in [...]relation to the role of networks in policy development, and specifically to the Open Method of Coordination as one of the EU’s lead instruments for policy steering purpose. The network was established in 2007 by the Member States and the Commission supports the network under the Lifelong Learning Programme 2007-13. The Member States have agreed that the ultimate aim of the ELGPN is to provide added value to the participating countries for the development and implementation of their lifelong career guidance policies, systems, and services across the education, employment sectors and social sectors.

The talk reflects also the strengths of its activities as well as some tensions and challenges in establishing a policy network. Finally, specific issues are presented in which progress is considered to have been made and how the future ELGPN activities are planned to shift from conceptual work to policy implementation with more structured co-operation with other sectors.
