Pathways to Emissions Reduction in China and India: Politics, Policy, and Administration

China and India will largely determine the future of the global climate. How are they doing in emissions reduction? How can they do better? Prof. Bruce Gilley explains and contrasts China’s “state-signaling” and India’s “market-plus” approach, as well as presents two successful sub-national cases – the state of Gujarat and the city of Guangzhou – where successful integrated governance has led to significant reductions in greenhouse gas emissions.
